Coordinated emergency management using spatial information

  • Over the last few years, the Australian GIS Industry has demonstrated a huge and largely untapped potential for using spatial information resources to assist in all aspects of emergency management. While maps have been a critical tool to assist operational activities; there remain significant opportunities in using spatial information to support broad scale coordination of significant events.
    Through the Shared Land Information Platform (SLIP), the WA State Government is undertaking a significant project to realise the full benefit of the State’s spatial resources through the establishment of the Shared Land Information Platform (SLIP).
    One of the focus areas of SLIP is providing a coordinated approach to use spatial information in the planning, prevention, response and recovery (PPRR) of emergency management. The initial deployment of SLIP-Emergency Management is piloting operational services in support of Search and Rescue, Hazardous Materials Safety and Bushfires events. These pilot services will be used through the 2006/2007 summer season to assess the operational benefits and impacts in using the SLIP-EM services before further rollout in support of additional hazard scenarios (i.e. cyclone and flood).
    The services have been develop with the following key characteristics
    a) ability to access to real time incident mapping from distributed locations
    b) enable offline and online access
    c) build on OPENGIS technologies to ensure "the same information at the same time"
    d) enable customisation based on Hazard type, agency responsibility and operational role
    e) ensure ease of operational use (minimal GIS skills)
    This presentation will demonstrate the SLIP-EM services and detailing the results of how the SLIP services have been used for cross government collaboration and coordination.
